RULES ON NEGOTIATION PROCEDURE – ALLOWANCES AND BENEFITS

  1. In consonance with section 102 of the Labour Act, 2003 (Act 651),the parties shall set up a negotiating body to be known as Standing Negotiation Committees referred to in FWSC Regulations as “Negotiation Committees” for the nine service classifications in recognition of their unique characteristics and be responsible for the negotiations of their allowances and related compensation packages.
  2. The Negotiation Committees shall be guided in negotiations by the Rules of Engagement specified in FWSC Regulations signed between the Commission and representatives of labour unions, associations, institutions or occupational groups within the nine service classifications
  3. The parties represented on the Negotiation Committees shall negotiate in accordance with section 127(3) and (4) of the Labour Act, 2003 (Act 651).
  4. The parties shall share relevant information in accordance with section 97(2) of the Labour Act, 2003(Act 651) and negotiate in good faith with a view to reaching agreement.
